Have you tried using TweakUI? TweakUI can transfer settings to the Logon
screen from your Desktop.

Microsoft PowerToys for Windows XP
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Download and install TweakUI.

When you run Tweak then go to Logon > Settings. Here you can choose the
settings you require to be transferred to the Logon screen.
