To see the whole disk you need to use XP SP1 installed, if I remember
rightly. If your Windows install media doesn't include XP SP1 or SP2 then
this would cause your problem.

There are lots of sites around that give instructions on how to integrate
SP2 into your base Windows install so I suggest you check out one of those
if you think this might be your problem.

Or you could create one 100GB partition for the OS, install into that and
upgrade to the latest service pack before proceeding to partition and format
the rest of the disk if that sounds easier to you; while you won't be able
to then increase the first partition past the initial size very easily, most
people would say that 100GB for the OS is ample room. (I have a 60GB OS
partition carved out of about 800GB of disk space and I'm not even close to
filling it and I run some very complex and disk-hungry stuff.)

One small but VERY important point on a slightly different note: You
partition the disk first and then you format the partitions you have
created... you appear to have this idea backwards in your last paragraph
above, and if you're looking to setup a new hard disk then it is very
important to understand what it is you're doing.
