Just download startmenuhelp.reg and double click startmenuhelp.reg.

If you mean helpnsupport.reg from here...

235. Restore Help and Support Service

Just download helpnsupport.reg and double click helpnsupport.reg.

Double clicking a reg file is the same thing as right clicking the file and
selecting Merge.
