I can think of a few things that would cause this message:
-Policy settings in Windows that restrict transferring files to removable
media. Reverse policy setting in related .msc panel or edit registry (while
logged on with an account in the administrator group):
Start regedit and navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon. In right pane, under Data, if value for
allocatecdroms is 1, right-click allocatecdroms, and then click Modify.
Change the 1 to 0 (that's a zero, not an Oh) and click OK.
-Program settings that lock a file. Example: MS Word and other Office
programs have settings that will lock a file against changes by anyone
other than the original author. Instead of using "save as," you may be able
to copy the file. Change setting for file and possibly (if it fits your
needs) for all files created by Office programs
-Permissions issue for the burning program: Third party software installed
that is available to users in the administrator group but not to limited
users. Sometimes patches are available from the program vendor to rectify
this issue. Otherwise, a workaround is needed to make the program available
to all users. Workarounds explained well here:

-Permission issue for the file, folder or drive. Change the permissions to
allow access. If the operating system was reinstalled by one of the 3
people that worked on the system, may need to take ownership of the
object(s) to regain complete access:

You may want to consult with the folks that worked on the network for you
to see what their opinion is. They know what they set or did not set and
may be able to help you narrow down the cause of the problem.
