Trouble reading from CD-ROM drive, but not DVD RW

Has anyone ever seen or heard of this?

I had an NEC DVD RW and a CD-ROM RW drive installed on my WIn XP SP2
system. I find the DVD RW can Read & write DVD's but cannot read CD's.
Furthermore, my CR-ROM RW cannot read or write (or even recognize the
existance of a CD in the drive). The DVD unit also does not recognize
the existance of a CD in it's drive. I trie dto isolate just one
drive out of the system but this does not seem to make a difference. I
have also tried to load XP with minimum configuration options to see if
this would help. I found that the only way I can read a CD is if I am
in safe mode but once Win XP loads, CD-ROM capability is GONE! I keep
running into stumbling blocks everytime I try to recover this (e.g. I
tried to reload XP with my SP1 disk but it will not allow it since i
have upgraded (via the web) to SP2. It's tough to reload from a CD-ROM
that cannot be recognized! BTW - I have tried many different CD's so
it is not the condition of the CD's themselves.

Any thoughts would be appreciated

All goes fine up to the point when it tries to reboot to start the reinstallation process and than stalls with the message "No CD-ROM." ...
