That type of behavior is usually caused by a pop-up blocker.
Check any security applications that you have installed to see
if they contain that feature.

You might also want to check any Internet Explorer toolbars
that you may have installed. The Google toolbar is one that
includes a pop-up blocker. Also, go to Control Panel ->
Internet Options and click on the Privacy tab. You can turn off
the built-in IE pop up blocker there or change the "Filter
level" by clicking on the Settings button.
