Time sync offset?

I'm wondering if there's any way in Windows XP Pro to apply an "offset" to the time sync? Specifically, I want my computer clock to sync to a timeserver regularly, but I need it to be about 30s ahead of the actual sync time. The scheduled recordings on my PVR software are consistantly missing the first 15-30 seconds of a show because the TV networks apparently don't sync to the same timeserver.

TIA
