Well, how were you planning to install WinXP? All legitimate WinXP installation CDs are bootable.
I was able to copy one (Windows 98 boot disk) from the internet.
Why?
Can this be run from a CR-ROM drive?
Can what be run from a CDROM?
In a nut - what steps do I need to take to get the bare bones system up and going?
Simply boot from the WinXP installation CD. You'll be offered the opportunity to delete, create, and format partitions as part of the installation process. (You may need to re-arrange the order of boot devices in the PC's BIOS to boot from the CD.)
