Volume Icon does not show up in System Tray when I start Windows XP

Hey gang,
When I start Windows, the Volume icon does not appear in the system
tray, even though "Place volume icon in the taskbar" is selected under
the Sounds and Audio Devices control panel.
The only way to get the icon to reappear is to:
1. Go to "Control Panel: Sounds and Audio Devices: Volume: Place volume
icon in the taskbar"
2. Uncheck the box next to "Place volume icon in the taskbar".
3. Hit the apply button
4. Check the box next to "Place volume icon in the taskbar".
5. Hit the apply or OK button.
6. The volume icon is now displayed in the System Tray.
Any idea why the icon does not appear upon startup?
To answer the basic questions:
- The system tray's "Hide inactive icons" feature is turned off. All
running icons are displayed.
- "Control Panel: Sounds and Audio Devices: Volume: Place volume icon
in the taskbar" is selected.
- I get no error when selecting "Place volume icon in the taskbar"
