Windows Installer Prompt?

XP Pro, SP2
After deleting everything from my Norton Protected Recycle Bin (wish I
hadn't switched to Norton), I began getting a Windows Installer Prompt "could
not find path to install Earthlink Total Access" (my ISP). Then EL gives me a
prompt that it needs a path to "EarthLinkTAR.msi".
I am guessing that somehow I deleted or damaged the Windows Installer file
that allows Earthlink to startup. I am also guessing that WinInstaller is the
startup engine for EL.
Is there an easy way to repair the WinInstaller file?
Should I just remove Earthlink, and reinstall?
Based on what I have read, I am not confident in my ability to fix something
if it involves messing around with the registry.
I was simply doing my regular preventive maintenence (clearing clutter), to
keep my sytem clean, and less vurnerable to pests!
