This is normal. Mine does it as well.

I have often found that after a boot up in safe mode I can restart my
computer in normal mode and it boots up OK. If that is not the case for
you, look in Add/Remove Programs if the latest updat is listed in
there. You may have to click on something to show updates or such. If
it is try uninstalling it.

If that fails, look in the Outlookexpress group and ask there how to
uninstall and reinstall Outlook Express.
