Computer fails to boot after complete restore from backup.

My computer fails to boot to the OS (XP Pro) after a complete system restore
from backup. It will not boot into safe mode or Last Known Good... either.
It just keeps rebooting.
What I did...
1. Installed Windows XP Pro SP1
2. Installed all critical updates and service packs
3. Made an ASR backup (it works fine).
4. Made another separate complete backup including System state. Both
backups are located and accessible on another physical hard drive.
5. Repartitioned first physical hard drive to make a bigger C partition.
6. Reinstalled the same XP Pro SP1 to the new bigger partition.
7. ASR still works but repartitions hard drive to the original size. I
understand why this happens.
8. Repeated step 5 and 6.
9. Restored the installation from the 2nd complete backup set (step 4 not
the ASR set). I also selected to Always replace files during the restore.
10. Restore completed with no obvious errors and I was prompted to reboot
because files were changed.
The computer will not reboot into the OS it just keeps recycling the reboot
process. Again I can't boot into safe mode or last known good. It just
keeps rebooting. It seems to me this should be able to work so someone could
restore their operating system to a new larger drive in the event of a hard
drive failure. Any help would be greatly appreciated.
