Thanks for your update.

Yes, I can reproduce this "symptom" as you mentioned. However, this is a
normal behavior. Actually, if you open only one picture by left-clicking
it directly or right-clicking it and then selecting Open or Preview,
Windows Picture and Fax Viewer loads all picture files in the same folder
by default, because it doesn't think you have "selected" a file but just
opened it. If you want to get a range, you have to select two or more
files at the same time.
