Another possible scenario/cure that I discovered recently:

Check your "Folder Options", "View" settings. If the "Hide extensions for
known file types" box is UNchecked, you have to type the correct file
extension at the end of the new file name (i.e., .txt, .jpg, etc.) when
renaming, or you'll get the warning you describe.

Solution: check the "Hide extensions..." box.
