I cannot boot up my computer

After starting I get a blue screen with very small type that is titled
Security
Warning and says a fatal error in IE has occurred at .......(unreadable
numbers and letters). Error was caused by Trojan Spy.HTML... Cannot function
in normal mode. When I restart I repeatedly get this. When I try to shut
down I got a blue screen taht says STOP: d0000144 unknown hard error
unknown hard error. Any help for me.
