What specifically do you mean by "it will not operate at all"?

Are you getting any error messages?

Can you boot in Safe Mode (tapping the F8 key a few times while booting)? If
yes, then scan for spyware and viruses.

Or, if you can boot from your Windows XP CD-ROM, then consider a Repair
Install.
