Restoring Missing Settings

I'm running Windows XP SP2. Two folders whose contents are normally "hidden"
(the C: drive and the "Program Files" folder) are now behaving like My
Pictures. The "system tasks" sidebar has been replaced by "picture tasks" in
both, with the options for "view as a slide show," "order prints online,"
etc. How can I fix this and get my "System Tasks" sidebar back?
