Windows Installer

I've read the KB articles for troubleshooting WI problems, but they have been
of no help. I'm running WinXP Pro (SP-2) with all updates. Whenever something
needs Installer, I get some variant of:
"The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode or if the Windows Installer is not correctly
installed."
I turned on the log and all of the error messages are essentially the same:
0.821: 2005/03/14 13:37:49.115 (local)
0.821: c:\0b74de5c0472670217e7c882\UPDATE\update.exe (version 5.5.31.0)
0.861: Service Pack started with following command line:
1.082: CheckSystem: ServicePack version Mismatch
1.082: DoInstallation: CheckSystem Failed: 0xf06b
1.112: Setup has detected that the Service Pack version of this system
is newer than the update you are applying.
There is no need to install this update.
7.110: Message displayed to the user: Setup has detected that the Service
Pack version of this system
is newer than the update you are applying.
There is no need to install this update.
7.110: User Input: OK
7.110: Update.exe extended error code = 0xf06b
7.110: Update.exe return code was masked to 0x643 for MSI custom action
compliance.
