XP Administrator Account Won't Start

I have XP ver 2 with 3 users. When I log on Admin account the screen
background loads and the mouse loads. Neither icons nor taskbar loads.

Task manager shows a number of files loaded. Processes shows explorer.exe
taking up to 99% of the CPU cycles. It fluctuates between 70-99%. Nothing
ever loads.

Using Task Manager, I disable explorer.exe from Processes. System Idle goes
to 99%, and I can then run most any program using Task Manager "run"
command.

How can I make this thing go back to normal? I have tried System Restore to
three weeks ago, with no effect.
