Windows Installer error



I am having an issue on a laptop running XP Pro. After installing office
2000 or xp and after configuring Outlook, whenever I try to install a
program that uses the installer I get an error msg "The Windows Installer
Service cannot be accessed. This can occur if you are running windows in
safe mode or if Windows installer is correctly installed." I have
reformatted the laptop several times and this continues to happen. I have
done it with and without having done the Critical Updates. I have tried
solutions reccommended by Microsoft articles : Q315346 and 324516 with no
success. Does anyone have any suggestions? Thank You.
