HI John! I'm having a similar problem with a slow download using a wireless
IP with XP Home. I found two possible causes for my slow download response
time. Maybe, they apply to your computer. But before implementing my
solutions, I had hope to get some advice to see if I’m missing something or
if there are simpler solutions.

First, I tried downloading Internet Explorer Setup Program (version
6.0.2800.1247) and found that I was missing "iesetup.hlp" in path "C:\Program
Files\MSN|MSNCoreFiles\Setup. I might have a bogus internet explorer 6.0
installed. To correct this, I am contemplating removing XP SP2 and XP SP1
(See Article ID 290402, Version 4.0). This appears to be the only way to get
IE v6.

The second possibility is that I had sypware affecting the IE download
speed. Although no spyware was found using Microsoft beta sypware and Spybot
S&D (If you don't have Spybot, get it. It's freeware and it is very good) --
I found two suspicious startup files using "msconfig" in the START (lower
left corner of screen) RUN. These files were in Chinese or some other
graphical language. I deselected these items. Now, I get some errors
messages when I start the computer that need to be fixed. There is dangerous
method to correct registries (See Article ID 256986 v7.6); and a torturous
method using the system configuration utility (See Article ID 310560, v1.0).
I need to be careful or I might end up needing to reinstall the operating
system, programs, files, pictures, music, etc..

After getting rid of the two Chinese startup applications, my IE download
speed ranges from good to being stuck in the mud. Maybe, I patched one
problem. However, it doesn’t explain my problem of not finding “iesetup.hlp”
or of verifying the IE v6 software).

If you find a solution to your problem, please send some feedback. I’ll do
likewise.

P.S. There is always the punt or the quick kick. You can reformat your
hard drive and reinstall the software OR install the free open source web
browser, FireFox from Mozila. I still want to keep IE working to get drivers
upgrades from HP for my computer and deskjet printer. It’s too bad that
Microsoft will not be supporting Internet Explorer after all of this struggle.
