Default behavior for media player does exactly that. You have changed your options in WMP/Tools menu/Options.
Filetypes, Network, and Performance tabs all have things that can impact your buffering and streaming performance.

WMV files located on my hard drive already open with the proper media player. I want to click on a link for a WMV file IN A WEB
PAGE, not a file already downloaded to my hard drive, and have the download box open automatically without prompting, not asking me
to save, and to automatically begin downloading without prompting, and THEN, when the file has fully downloaded, have the file
