What you want to do is to make a clone of your XP partition on
the 2nd hard drive. The clone WinXP will NOT need any
activivation to work because it will not even know that it is a
clone. Just search in Google for "cloning" or "multi-booting" or
"multiboot WinXP", etc. There are thousands of postings
(mine are best :-) ) to help you. There are also many copy
utilities to do the job - the best probably being Acronis' True Image,
best-rated by the PC consumer magazines. You can also find
free cloning utilities that are downloadable.

All you have to do is to set up a clone on the 2nd HD, and with
one additional entry in the boot.ini file on the 1st HD you'll be
able to boot to either of the WinXPs using WinXP's built-in
multiboot manager.
