Why dosen't my taskbar return to normal when I reload Windows XP?

I've used Active Kill Disk to wipe my hard drive clean. I've reformatted the
hard drive and reinstalled Windows XP and still have a corrupted taskar. Why
did I not get rid of the old corrupted taskbar by reinstalling Windows XP and
why did the KillDisk and format and repartition not get rid of the pesky
taskbar?
