On-screen keyboard

Hi all after some help with the on-screen keyboard, I would like it to be
enabled as soon as the welcome screen appears so I can enter the password and
user details via a touch screen - I am running Windows XP SP2, but would also
like to enable this feature in Windows 2000 as well on the logon screen.
