Problem with Norton and ietlbass.dll

Whenever I turn on my computer or restart it, Norton Anti-Virus keeps finding
a virus in the file "ietlbass.dll" in my Windows folder. I've updated all my
virus definitions and even submitted the file to the Norton company but
pretty much all they told me was to delete the file and replace it if
necessary. I've tried deleting it but everytime I turn on my computer or
restart it the file seems to come up again. The Norton company doesn't seem
to be helping me much with this problem which is why I came here. I'm not
sure what this file actually does or has to do with, all I know is that it's
called "ietlbass.dll" and is found in the C:\Windows folder. If anybody can
help me get rid of this virus it would be greatyly appreciated.
