What about different European languages, like English, Spanish, German? To
use the Spanish spelling and grammar checker (with US English version of
Office 2003), does that use CTFMon?

Although I mostly write in English, I have my keyboard set to US
International, which makes for easier use of some non-English European
characters, such as ¿ á ü etc., for my occasional use of them. Does the
US International Keyboard require CTFMon?

The KB articles say that CTFMon doesn't use much resources, isn't a problem
to have running all the time. Have people found that to be the case? Have
they found that background program to cause any problems, any conflicts with
other programs, etc.?
