You will have to create the boot disk on a system with a functioning
floppy drive. Insert a floppy into the drive and click on the
downloaded file to create the boot disk.

If you have access to another WinXP system use these instructions:
1. Insert a floppy disk into your computer's floppy drive.
2. Open My Computer, and then click the floppy disk drive to select
it.
3. On the File menu, point to the name of the floppy drive, and then
click Format.
4. Under Format options, click Create an MS-DOS startup disk.
5. Click Start.

To enter the BIOS:
When you system first starts you should see a message to enter
setup hold the Del, F1, F2 or another key depending on your bios
type. This will take you to the CMOS Setup Utility. The exact term may
be different. Locate the Advanced BIOS Features Setup Option section
and enter it. Look for "Boot up floppy seek" and enable it. Close out
saving
settings. Reboot the system with the boot disk inserted.
