The non-admin user could not disable the legacy plug and play required by
that DeskJet. When the admin installed it, he had the user rights to disable
(default install behavior on xp), and it failed because DeskJet needs it
enabled. The Local admins rights to system settings caused the problem for
the legacy hardware.

If you create another admin on that system, you could see the problem again,
since xp default is to create 'owner objects' (instead of admin group.)
