Can you export the whole key and post here?

In a default XP installation, this will be the structure:
HKEY_CLASSES_ROOT\exefile\shell\open\command
HKEY_CLASSES_ROOT\exefile\shell\runas\command

This is not present:
HKEY_CLASSES_ROOT\exefile\shell\command

The regsvr32/i shell32 did not work. Ran regedit  and went to 
HKEY_CLASSES_ROOT\exefile\shell but it already says "value not set" although 
a sub folder called  Command shows default, REG_SZ and  "%1" %*. Is that what 
you want me toset to "value not set"?
