Click Start/Run and type:

regsvr32 /i shell32
(Tip from David Candy)

If that does not help, open Regedit and navigate to:

HKEY_CLASSES_ROOT\exefile\shell

Backup the key by exporting it.

In the right-pane select (default) and press Delete, so that it becomes "Value not set"
