NAV2005 will not work unless logged in as administrator

Running XP SP2 and just upgraded to NAV2005. Works fine for those who are
admins, but the kids get a "windows installer" popup, and then a NAV2005
error that "NAV2005 does not support the repair feature, please uninstall and
reinstall NAV". Click thru the OK's, and error message 30310001 comes up
when attempting to start NAV2005; "NAV component is not installed or failed
to load"

When I change them to admin type user, it works fine.

Tried reinstalling, went to Symantec's site, and tried their three options.
Had previous version of NAV (2002?) and probably did not uninstall before
upgrading to XP from ME. Their RNAV.exe uninstall routine would not work;
"rnav will not uninstall version 17" message.

Please help. Don't want to give the kids admin rights, and they are not
protected on the net...
