Run Command Icon Missing from Start Menu

Under the Windows XP Home Edition I use a specific profile for most of my
work. This profile does not have a RUN command Icon on the Start Menu. When
I try to use the "Windows+R" command to get a RUN menu, it gives me the
following error message:

This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator

Any suggestions on how to log in as a system administrator to a Windows XP
Home Edition (We only have one computer) and how to restore the RUN command
to this profile?

P.S. - On other profiles the RUN command still appears on the Start Menu.
