Cant load program not admin

Have a customer with Windows XP V2002, SP2 on a Toshiba Laptop. Trying to
load our program. He is logged in on a confirmed admin account but when we
try to run the install we get the following message: "The Sys. Admin has set
policies to prevent this installation." I tried creating a second "Admin"
account
on the machine but not luck. Any help would be appreciated.
