Try this...
To open Add or Remove Programs...
Start | Run | Type: appwiz.cpl | OK

To open Display Properties...
Start | Run | Type: desk.cpl | OK

To open Time Date...
Start | Run | Type: timedate.cpl | OK

Any of these work?
