Log Off / Log On Problems

Hello,

I've set up my computer so that there are two users with two different
settings. My understanding is that if one user "logs off," Windows XP should
return you to the main setup screen, where you're free to shut down the
computer, log on as a different user, or whatever.

My problem: For some reason, when a user "logs off," that user's settings
disappear, and there's just a blank screen. The computer doesn't return you
to the main setup screen, and I have no idea how to get to that setup screen.

Any thoughts on how I can remedy the problem? Obviously, right now, I'm
just "avoiding" the problem by not logging off. But I would like to fix it
somehow.
