Host is in the black list

I asked the question previously that when surfing and then tryting to display
a website I get the message that "host is in the black list". I asked why I
got this and reply was that I had installed some software on my computer that
prevented these certain URLs from displaying and I asked how to remove this
and GOT NO ANSWER. I have installed Registry Cleaner and Advance Optimizer
and a Systweak. I uninstalled these and my computer really messed up (like I
could'nt access email nor anything) and I couldn't do anything so how can I
remove thse programs without messing up other things on my computer and how
can I rid the "host is in black list"
