It's likely some intruder (virus, adware, etc) has put an entry in your
Policy, or Registry

Entries at locations like
HKEY_Current_User/...
and
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies
