RS-232 problem with XP Professional Version 5.1 Service Pack 1

My firm has an application which communicates with a 3rd-party device via
RS-232 (COM port).

One user reports that the application aborts when the initial attempt is
made to connect to the COM port. His OS is:
   XP Professional Version 5.1 Service Pack 1

This user runs successfully (Windows 98), and no other user has reported
this problem, spanning at least 5 additional flavors of Windows 2000/XP/NT.

This certainly sounds like a problem with XP Professional Version 5.1
Service Pack 1.

If there are any other Neanderthals out there who are using RS-232, can you
confirm this? Do you have any suggestions for getting around the problem
without an OS change ?
