Appmgmt.dll does not seem to exist. I do not have it on my machine or on my
XP Pro CD or my XP Home CD. Not even a compressed version. A search at
DLL Help Database
http://support.microsoft.com/default.aspx?scid=/servicedesks/fileversion/dllinfo.asp
brings back: No results found. Microsoft seems to never have heard of
Appmgmt.dll
There ain't no Appmgmt.dll. ;-)
I did find this reference to Appmgmt.dll...
[[The Application Management service is not supported in Microsoft Windows
XP Home Edition and the Appmgmt.dll file is not included with Windows XP
Home Edition.]]
Adding or removing a program may generate Event ID 7023
http://support.microsoft.com/?kbid=328213
Black Viper suggests that you disable the Application Management service if
you have XP Home, until installation of Service Pack 2. I see that you have
SP2. Hmm...
There seems to be a spelling problem, because it's APPMGMTS.DLL.
APPMGMTS.DLL = Software installation Service
APPMGMTS.DLL lives here >>>
C:\WINDOWS\system32
and
C:\WINDOWS\system32\dllcache
APPMGMTS.DL_ the compressed version of APPMGMTS.DLL is on my XP Pro CD.
APPMGMTS.DL_ is in the :\I386 folder.
APPMGMTS.DL_ does not exist on my XP Home CD. That part seems correct.
[[Appmgmts.dll is an MMC extension to gpedit.dll that provides settings for
Software Installation Group Policy.]]
That explains why it does not exist on XP Home. gpedit.dll is not available
on XP Home. Gpedit.msc is not available on XP Home.
gpedit.dll = GPEdit
gpedit.msc = Group Policy

I have every COM+ and DCOM item disabled. I get errors in the Event Viewer.
Big deal.
If you do not have any COM+ Applications installed, disable the COM+
System Application Service.
See these two links...
