The reason being that most (if not all) monitors must be retuned by the user when freq and res are changed. That is to say that it is necessary to readjust picture width, height, centering and etc. Make some changes to your res and freq settings and look at your screen afterwards to see what I mean. You will most likely notice that windows don't fit the same at different settings.
