IE 6 and OE 6 Problem

What is the problem with my Browser and E-mail?

I am getting a connection to my ISP and this has been confirmed with
the ISP and they walked me through some stuff to try to clear up the
problem but they had no effect. I've since discovered that other users
on the computer have no problem Browsing or E-Mailing. My Internet
Settings seem to be the same as the other users but Web pages still
won't display. I installed the latest upgrade, SP2 to XP and turned
off the firewall but to no avail.

When I go to a Web Page I get "This Page cannot be displayed".
Turning off the XP firewall has no effect.

I also have exceptions set up to accept Ares.com, ICQ Lite, IE,
Lexppx.exe (Lexmark), Live Update (Symantec),MSN Messenger, Outlook
Express
My Advanced Settings for ISP are on for: Area File Server, SMTP, POP3,
HTTPS, HTTP. Also, IMCP has no items checked.

When I try to get my E-Mail using OE6, Iget the following error
message:

The host 'mail.XXX.com' could not be found. Please verify that you
have entered the server name correctly. Account: 'mail.XXX.com',
Server: 'mail.XXX.com', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 11004, Error Number: 0x800CCC0D

Also, I'm using Norton Anti-Virus 2005, if that could cause a problem.

As I've said, My Internet Options setup appears to be the same for all
users.

Anybody have any suggestions.
