If your Dell PC came with a Restore CD, put the CD in the PC and reboot
the PC. It should then boot to the CD with instructions on how to
restore your PC to original specs.
Be aware that this method will:
Destroy all data and files currently on the PC. Backup any files you
need to a removable medium such as CD and make sure you can access those
files before you run the Restore CD.
You will need to reinstall all Windows Updates, extra applications such
as MS Office or antivirus, and reinstall updates and patches for those
applications.
If you have added any hardware - such as a printer or webcam - then
you'll have to reinstall the drivers for those items.
