HELP: "The Page Cannot Be Displayed"

Am getting the dreaded "Page Cannot Be Displayed" message whenever I try to
log on to any secure site (e.g. digital banking, buying a lottery ticket,
booking rail/concert tickets). Not sure why but something seems to have
changed in my settings. I have recently re-installed Norton Internet
Security, but have effectively disabled everything and it still won't work.
Have tried messing around with Internet Explorer options but nothing works.

Any suggestions??
