First off are you sure you are looking the right spot for the information bar
click the link below to see a picture of it

If you are for sure not seeing that bar then perhaps you disabled the
information bar to try and make it return
Click Tools - Internet Options
Next click the Security Tab and then chose Internet
Now check to see where it says security level for this zone that it doesn't
say custom level if it click the but that says default level and click ok
If after the above steps you are still unable to get the file you need and
you are absolutely sure you want to install it then simply add the site to
your trusted zone
Click Tools - Internet Options
Next click the Security Tab and then chose trusted sites
Click the button that says Sites...
Then uncheck the box that says require server verification
and in the box that says "add this website to the zone" type
*.smileycentral.com
next click add and then ok
I would suggest that once you download your software though that you remove
this site from the trusted zone as you will be allowing to bypass all your
protections afforded by SP2.
Additionally you may want to check out the following piece of software as an
alternative it only installs a single BHO and it easily removes from the
system after install.
