This is SO annoying, please help! :-)

Every time I try and access ANY form of floppy disk on my computer, it tells
me that the disk needs to be formatted, so I then try and format it and it
comes up with a random error message such as:
                              "Windows cannot complete the format"
                                           or
"Windows cannot format this drive. Quit any disk utilities or other programs
that are using this drive, and make sure that no window is displaying the
contents of the drive. Then try formatting again"

This error has been occuring ever since I purchased the computer (just over
a year ago), and so there can't be a compatibility issue can there?

I do as it says and simply get the same (or another) error message.
I've tried uninstalling the drivers for my floppy disk drive and then
reinstalling them, I've tried searching for driver updates, I've constantly
been searching the internet for help - though still havent found the root of
the problem!

If it helps, the computer I'm using is 'manufactured and supported by':

Time computers
AMD Athlon(tm) XP 2000+
1.66GHz, 480Mb of RAM

and is running Windows XP Home Edition - Version 2002 - Service Pack 2.
I also have norton internet security 2003 installed on the computer, and
have heard that this may be causing conflicts, is this true?
