SLow Network Connection/Firewall Problem?

Whenever I cold boot my machine (power had been turned off) Windows boots
fine, but there is a long delay in the network coming up. In addition,
WinXP Firewall pops up and gives me a warning that the firewall is turned
off. I can not do anything with the firewall or network connections for
about three minutes...then the network loads and runs fine....and the
firewall warning disappears. This does not happen when performing a warm
reboot.

This only stated happening within the last several weeks. Since it started
I've cleaned the system by updating and running SpyBot, AsAware and Norton.
I've also run a check of the hard drove. It seems that from a cold boot,
the app for starting the network is being delayed or getting hung up for a
long time.

Any suggestions?

PS: WinXP service Pack 2.
