Programs and Folders take a while to open up after boot-up

Hello. After I start my computer, when I try to run a program, such as IE or
my Email, or open up a folder such as My Documents, My computer, Control
Panel, there is quite a delay before the program/folder opens up. It takes
about 3-5 seconds. But after I open it then close it, then open it again,
the delay is gone. Is there anyway to eliminate this slow-down? Thanks.

Btw, my computer is running on an Athlon XP2000+, 512 MB and a 40 GB HD.
