Further testing has revealed that turning off the passive FTP fixes the
intermittent connection problem, but ONLY if I right click and open in a new
window. If I just click on the link as one normally would, it still fails
every time.
This will work after with the firewall on or off. The firewall did complain
and block the function the first time, but allowed it after I told it to.
