If you are on a network, it could have been disabled by your system
administrator. Otherwise, check the registry at
HKLM\SOFTWARE\Microsoft\CurrentVersion\Explorer\StartMenu\StarMenuRun\Policy\NoRun
It should only show (Default). If there is anything else there, delete
it.

(Don't forget to back up your registry first)
